Dell won't respond

Laptop will not turn off nor will it start up. Screen seems to be locked with only the trademark word dell encircled.

This can happen because of many things like:
faulty memory,
faulty hard drive,
faulty motherboard,
faulty power supply (yes it sounds ridiculous I agree),
virus infection
and many more so you need to start checking it one by one.
