Stuck update on a PC

Yesterday I left my PC telling me updates were being downloaded. Today, when I switched it on, it told me it was configuring and after a while, it went to 100%. It told me to reboot which it did it automatically. When the screen came back on it flashed on and off. I’ve switched off manually and when I switch on the flashing continues.....help!
